The CAS 8(a) Contracting Process

How to Partner With CAS

  • Contact CAS to discuss your project details, including pricing estimates, timeframe, and technical requirements.
     
  • Coordinate with your Contracting Officer (CO) or Agency Small Business Specialist to develop the draft requirements description, estimated period of performance, applicable NAICS code, and anticipated contract value. CAS can assist in preparing the necessary documentation.
     
  • Submit an Offering Letter to the SBA. Your Contracting Officer will send an SBA 8(a) Offering Letter requesting authorization to conduct sole-source negotiations with CAS. The letter should be emailed to the SBA Washington, DC office.
     
  • SBA confirms eligibility. The SBA will review the request, verify CAS eligibility within the 8(a) program, and authorize negotiations.
     
  • Begin negotiations. Once authorized, negotiations between CAS and your Contracting Officer can begin to finalize contract terms.
     
  • Prepare the contract award. After negotiations are completed, the Contracting Officer prepares the contract award document and sends it to CAS for signature.
     
  • Finalize the contract. Once CAS signs the contract, it is returned to the Contracting Officer, who signs the agreement and submits it to the SBA.

  • Contract performance begins. After all approvals and signatures are completed, CAS may begin performing under the contract.
