Thomas Baltazar founded Comprehensive Approach Solutions, LLC (CAS) in 2008 with the vision of delivering high-quality solutions to complex strategic and organizational challenges. Following his retirement from the U.S. Army Special Operations Forces in 2005, he established CAS as a trusted provider of professional and engineering services supporting U.S. Government, private sector, and international clients. Throughout his career, Mr. Baltazar has operated at the highest levels of the U.S. Department of Defense (DoD) and the U.S. Agency for International Development (USAID), bringing a depth of operational insight and strategic leadership to every engagement.

With more than 35 years of operational and strategic-level experience across numerous continents and agencies, Mr. Baltazar provides CAS with a unique perspective shaped by real-world missions and complex global environments. In addition to his government and defense expertise, he has extensive construction management experience across federal, state, and commercial projects both in the United States and internationally. Mr. Baltazar holds a bachelor’s degree in Civil Engineering from the Virginia Military Institute and master’s degrees in International Relations and National Security and Policy.
